根因（波波 357 R5 实证）：get_current_user 只解 user_id/token_version，JWT destination_id claim 丢弃→tenant.py L44 token_dest 恒 None→L61 跨租户 403 死代码。
修复（security.py）：payload 含 destination_id 时恢复进 user dict（主 token 无此 claim 不受影响；受限 token 锚点生效）。
staging 复测（容器重建后 · dev-secret 机位 token，destination_id=1 锚定）：
